Resolution calling upon New York City and New York State to fund the Summer Youth Employment Program at Fiscal Year 2002 levels.

                     Whereas, According to the Request for Proposals (the “RFP”) issued for the Summer Youth Employment Program (“SYEP”) on January 5, 2004, the mission of the SYEP is to provide New York City youth, ages 14 to 21, with summer employment and educational experiences; and

Whereas, Prior to the year 2000, the SYEP was a fully funded stand alone program that received monies allocated under the Federal Job Training Partnership Act (“JTPA”); and

Whereas, In 2000, when the Federal Workforce Investment Act (WIA) replaced the JTPA, federal-funding for a stand-alone SYEP was terminated; and

Whereas, In Fiscal Year 2002, the SYEP was funded at $57,757 million, including approximately $15 million in Temporary Aid for Needy Families (TANF) funding, $10 million in City Tax Levy monies and an additional $32 million in mixed City and State funds; and

Whereas, Fiscal Year 2002 SYEP funding resulted in the creation of 43,377 jobs and was the largest post JTPA allocation of monies for this important program;

Whereas, Subsequent to Fiscal Year 2002, the total combined funding for SYEP began to diminish; and

Whereas, In Fiscal Years 2003, 2004 and 2005, the SYEP received $47,356,000, $42,672,000 and $37,528,000 million in funding, respectively; and

Whereas, Such funding levels enabled 36,100, 37,869 and 34,389 youth, respectively, to participate in the SYEP representing a significant drop in the number of youth employed through the SYEP since Fiscal Year 2002; and

Whereas, The SYEP provides youth with a meaningful summer work experience, and many jobs performed by youth are essential to the economic prosperity of both their family and community; now, therefore, be it

                     Resolved, that the Council of the City of New York calls upon New York City and New York State to fund the Summer Youth Employment at Fiscal Year 2002 levels.
