Whereas, according to the New York City Department of Transportation, our transportation system is over ninety percent dependent on oil with over fifty percent coming from overseas; and
Whereas, oil is a finite resource, the supply of which may become unavailable within thirty-five to forty years; and
Whereas, the burning of fossil fuels for transportation releases gases into the air that adversely affect human health and contribute to the degradation of our natural environment; and
Whereas, the accumulation of carbon dioxide emissions from the burning of fossil fuels contributes to "global warming," now widely recognized as damaging to life across the Earth; and
Whereas, alternative fuel vehicles running on natural gas, ethanol, electricity, and hybrid combinations are becoming widely available to consumers and businesses alike;
Resolved, that the Council of the City of New York calls upon the Metropolitan Transportation Authority and the Port Authority of New York and New Jersey to encourage the use of alternative fuel vehicles by offering reduced tolls for such vehicles using the tunnels and bridges within each authority's jurisdiction.
