Resolution recognizing September 18, 2004 as International Beach Cleanup Day in New York City and urging all New Yorkers to volunteer to participate in the nineteenth annual nationwide beach cleaning event.

Whereas, Our nation's beaches and shoreline are a valuable natural resource that need to be properly maintained and protected; and
Whereas, The quality of our nation's beaches is being threatened by careless littering, hazardous oil spills and other toxic releases, sewer system overflows and illegal ocean dumping; and
Whereas, The assault on our fragile coastal environment adversely impacts birds, wildlife, fish and marine life, and upsets the delicate ecological balance; and
Whereas, National beach cleanup efforts serve as an important tool to document and collect the debris that has washed up on our shore lines, and provide a vital foundation for developing appropriate remedial measures to prevent the continued assault on our fragile shorelines; and
Whereas, The City of New York has jurisdiction over 14 miles of beachfront property, not including privately owned beachfront property and waterfronts administered by the State of New York, the Port Authority and the federal government; and
Whereas, September 18, 2004 is International Beach Cleanup Day, a national effort to document debris washing up on our coastal beaches and is an event sponsored by the United States National Park Service, the New York State Department of Environmental Conservation and the American Littoral Society; and
Whereas, The annual Cleanup, now in its 19th year, unites citizens from across the United States and around the globe in a day of caring for our environment and sharing of a common goal to do something about pollution in our communities; now, therefore, be it
Resolved, That the Council of the City of New York recognizes September 18, 2004 as International Beach Cleanup Day in New York City and urging all New Yorkers to volunteer to participate in the nineteenth annual nationwide beach cleaning event.
