A Local Law to amend the administrative code of the city of New York, in relation to new hybrid electric vehicle parking.

 

Be it enacted by the Council as follows:

 

Section 1.  Subchapter 2 of Chapter 1 of title 19 of the administrative code of the city of New York is amended by adding a new section 19-167.1 to read as follows:

§ 19-167.1  New hybrid electric vehicle parking.  a.  For the purposes of this section, the following terms shall be defined as follows:

1.  “Hybrid electric vehicle” shall mean a commercially available mass production vehicle originally equipped by the manufacturer with a combustion engine system together with an electric propulsion system that operates in an integrated manner.

2.  “New hybrid electric vehicle” shall mean a hybrid electric vehicle that has not been previously owned.

b.  Upon receipt of proof of purchase of a new hybrid electric vehicle, the department shall issue a permit to the owner of such vehicle allowing the new hybrid electric vehicle to park at any parking meter operated by the department free of charge for a period of one year from the date of purchase.  Such permit shall list the license plate number of the new hybrid electric vehicle and shall be displayed in the front windshield of such vehicle.  The driver of such new hybrid electric vehicle shall follow all other laws, rules and regulations relating to motor vehicle parking.

                     c.  If a new hybrid electric vehicle is resold or otherwise transferred to a new owner, the parking permit provided for in subdivision b of this section shall be transferable to such new owner, provided, however, that in no circumstance shall such permit be valid beyond one year after the original owner’s purchase date of the new hybrid electric vehicle.

                     § 2.  This local law shall take effect sixty days after it is enacted into law.
