The pilot program shall include the development by the department, in conjunction with the department of parks and recreation, of a list of thirty parks, evenly distributed throughout the city’s five boroughs, that have within them areas of significant pedestrian traffic that are accessible to collection trucks.  In each such park, the department shall install in those areas of significant pedestrian traffic, bins for the collection of such recyclable materials as are included in the pilot program.  The department shall regularly collect recyclables and record for each such park the amounts of each recycled material collected.  No later than September first, two thousand nine, the department shall report the results of the pilot program to the mayor and the council together with any recommendations regarding the expansion of the program.
