Res. No. 42 Title Resolution praising Rudolph Giuliani, "America's Mayor," as one of the greatest mayors in the history of the City of New York. Body By Council Members Gallagher, Vallone, Oddo, Provenzano and Lanza Whereas, Rudolph Giuliani was one of the greatest Mayors in the history of the City of New York; and Whereas, Under the leadership of Mayor Giuliani the Crime Rate fell by over 50% and the murder rate fell by over 65%, making New York City the safest big city in the United States; and Whereas, Under the leadership of Mayor Giuliani the number of people on public assistance fell by 50% to its lowest level since 1966; and Whereas, Under the leadership of Mayor Giuliani the unemployment rate fell by over 50%; and Whereas, Under the leadership of Mayor Giuliani the City created over 500,000 jobs; and Whereas, Under the leadership of Mayor Giuliani personal income of City residents grew by 50%; and Whereas, Under the leadership of Mayor Giuliani the City cut taxes by over $3 billion, decreasing the tax burden of City residents to its lowest level in over three decades; and Whereas, Under the leadership of Mayor Giuliani hotel occupancy in the City grew by over 20%; and Whereas, Mayor Giuliani led this City through the September 11th crisis, soothing the nation and exemplifying the unrelenting spirit of the American people and, in so doing, he helped turn one of the darkest moments in our history into a time of hope and steely resolve; now, therefore, be it RESOLVED, that the Council of the City of New York praises Rudolph Giuliani, "America's Mayor," as one of the greatest mayors in the history of the City of New York.
