A Local Law to amend the New York city charter, in relation to requiring that all documents that an agency is required by charter or other law to prepare, and the databases used to create such documents, be transmitted to the council as a computer file as well as in print copy.
Be it enacted by the Council as follows:
Section 1. Section 1134 of the New York city charter is amended to read as follows:
§1134. Transmission of documents to city council. a. The head of each agency shall promptly transmit to the council, as a computer file on a non-volatile medium and in print copy, [copies of ]all [final reports ]documents [or studies]which the charter or other provision of law requires the agency or any official thereof to prepare. Each such document shall be accompanied by a copy of each database used in the preparation or creation of such document as a database file on a non-volatile medium. The head of each agency shall also promptly transmit to the council, as a computer file on a non-volatile medium and in print copy, [copies of ]all final audits, audit reports and evaluations of such agency prepared by state or federal officials or by private parties.
b. For the purposes of this section the following terms shall have the following meanings:
(1) “Document” means a report, paper, study, or publication; and
(2) “Non-volatile medium” means a current industry standard medium for the indefinite storage of digital information without a source of power that can be read by a computer.
§2. This local law shall take effect immediately upon its enactment.
