No. 175 Title Resolution calling upon the New York State Legislature and the Governor to enact Assembly Bill A.4883, enabling New York City to extend the Senior Citizen Rent Increase Exemption to eligible seniors with a household income of $14,400 or less where the cost of rent exceeds 25% of household income. Body By Council Members Weprin, DeBlasio, Fidler, Gennaro, Katz, Monserrate, Nelson, Recchia, Reed, Reyna, Rivera, Seabrook, Sears, Stewart, Liu, Lopez and Oddo; also Council Members Quinn, Sanders and Moskowitz Whereas, The Senior Citizen Rent Increase Exemption Program (SCRIE) exists pursuant to State enabling legislation, codified at Sections 467-b and 467-c of the Real Property Tax Law; and Whereas, The SCRIE program provides eligible senior tenants, who reside in rent-controlled and rent-stabilized apartments, with orders preventing future rent increases and landlords with corresponding tax abatements; and Whereas, To be eligible for SCRIE, the applicant head of household must be at least 62 years of age, total annual household income must not exceed $20,000 and at least one-third of the household income must be spent on rent; and Whereas, With the cost of living constantly increasing, it is becoming more difficult for seniors living on extremely low fixed incomes to meet rising prices and keep their homes; and Whereas, Assembly Bill A.4883 will provide these seniors with the additional help they need to ensure they will be able to stay in their homes; now, therefore, be it Resolved, That the Council of the City of New York calls upon the New York State Legislature and the Governor to enact Assembly Bill A.4883, enabling New York City to extend the Senior Citizen Rent Increase Exemption to eligible seniors with a household income of $14,400 or less where the cost of rent exceeds 25% of household income. |10
