Summary: The proposed bill would require that the Comptroller publish an annual summary report on the City’s website that indicates the total share of City procurement contracts that were awarded to minority and women owned business enterprises (“MWBE’s”) for the immediately preceding fiscal year. Specifically, the report would include the share of the total contract value awarded to MWBEs, the agency that awarded the contract, the industry of the awarded contract, the value of the awarded contract, and the relevant ethnic and gender category of MWBEs who have been awarded contracts.

A Local Law to amend the New York city charter, in relation to an annual report for minority and women-owned business enterprise procurement

 

Be it enacted by the Council as follows:

 

Section 1. Section 6-116.2 of the administrative code of the city of New York is amended by adding a new subdivision l to read as follows:

l. No later than January 31 of each year, the comptroller shall publish, on the website of the office of the comptroller, a summary report on contracts for goods and services awarded to minority and women owned business enterprises during the immediately preceding fiscal year. Such summary report shall, where applicable, set forth information derived from the database maintained pursuant to subdivision a, and shall include, but need not be limited to, for each such contract:

(1) the total contract value;

(2) the agency, New York city affiliated agency, elected official or the council entering into the contract; 

(3) the industry of the contract; and

(4) any ethnic or gender category of the minority and women owned business enterprise awarded the contract.

§ 2. This local law takes effect immediately.
