A Local Law to amend the administrative code of the city of New York, in relation to Christopher’s law.

 

Be it enacted by the Council as follows:

 

                     Section 1.  Chapter 6 of title 19 of the administrative code of the city of New York is amended by adding a new section 19-603.1 to read as follows:

                     19-603.1.  a.  All buses and other motor vehicles transporting children to and from school in the city operated by or pursuant to contracts or agreements with the department or the department of education shall be staffed, in addition to the driver thereof, with an escort who shall sit at the back of the vehicle and monitor the children being transported.

b.  Every escort shall be trained and certified in cardiopulmonary resuscitation, commonly know as CPR, that is appropriate for the age of the children being transported on the bus or other motor vehicle to which such escort is assigned.  Every escort shall also be trained in basic first-aid procedures.  Every escort shall comply with all certification and training requirements for cardiopulmonary resuscitation and first-aid training requirements approved by the department and the department of education.

c.  No person shall perform the functions of escort pursuant to this section unless the department or the department of education shall have completed a criminal background examination consistent with all applicable provisions of law.

                     §2.  This local law shall be known as Christopher’s law.

§3.  This local law shall take effect ninety days after it is enacted into law.
