Summary: This bill would require the Department of Parks and Recreation, and other relevant City agencies, to conduct a study to identify at least the top 10 community districts that lack the most green space, and to make recommendations to the Mayor and Council on how to increase green space, including parkland, in such areas.

A Local Law in relation to a study on increasing the amount of green space in various community districts

 

Be it enacted by the Council as follows:

 

Section 1. a. The department of parks and recreation, in consultation with the department of environmental protection, the department of transportation, the department of citywide administrative services, and any other agency or office as determined by the mayor, shall conduct a study regarding green space in community districts.

b. The department of parks and recreation shall submit such study to the mayor and the speaker of the council by no later than May 1, 2027. Such study shall include, but need not be limited to:

1. A list of the 10 community districts that have the least amount of green space per capita, as determined in accordance with geographical information system data that the department of parks and recreation uses for demonstrating progress towards a goal, established pursuant to a strategic plan of the city, of 85 percent of city residents living within walking distance of a park by 2030;

2. A description of each site of green space within each such community district, including, if known, whether any construction work is ongoing on such site or whether such site is in a state of disrepair, and the entity that has jurisdiction over such site; and

3. Recommendations to increase the amount of green space in such community districts, such as planting trees or other vegetation, or developing parks or playgrounds.

§ 2. This local law takes effect immediately and expires and is deemed repealed upon the submission of the study to the mayor and the council as required by subdivision b of section one of this local law. Upon such submission, the mayor shall notify the corporation counsel for the purpose of effectuating section 7-111 of the administrative code of the city of New York. Any failure to provide the notification described in this section shall not affect the effective date of any provision of this local law.
