A Local Law to amend the administrative code of the city of New York, in relation to the distribution of weekly circulars in a plastic bag to dwellings and to repeal subdivision five of section 16-118 of such code.

 

Be it enacted by the Council as follows:

                     Section 1.  Subdivision 5 of Section 16-118 of administrative code of the city of New York is REPEALED and a new subdivision 5 is added to read as follows:

                         5.a.  It shall be unlawful for any person to distribute or cause to be distributed to a dwelling without the permission of the property owner one or more weekly circulars contained in a plastic bag. 

                         b.  The commissioner shall be authorized to collect a fee each time one or more weekly circulars are distributed or caused to be distributed to a dwelling in a plastic bag.

                         §2.  This local law shall take effect immediately.
