Res. No. 680

Resolution calling upon the New York State Legislature to reschedule next year’s Primary Election to a date other than September 11, 2007.

By Council Members Fidler, Brewer, Gonzalez, Jackson, James, Nelson, Recchia Jr., Sears, Stewart, Weprin and Gerson

Whereas, The lives of New Yorkers were changed forever on September 11, 2001 when terrorists flew two hijacked passenger planes into the World Trade Center, resulting in the loss of close to three thousand lives and the destruction of both towers; and

Whereas, On September 11, 2001, there was a Primary Election in New York City which was suspended within hours of the attack and rescheduled for two weeks later; and

Whereas, September 11th, though not an official holiday, has become a day for remembrance of the lives lost and the bravery shown on that fateful day; and

Whereas, Next year’s Primary Election falls on September 11, 2007; and

Whereas, New York State Election Law §8-100 gives the state legislature the power to change the date of an election; and

Whereas, The 2007 Primary will be the first election scheduled to be held on September 11 since 2001; and

Whereas, Voting is an essential exercise of democracy and should be reserved for a day that is not a day of remembrance and mourning for many New Yorkers; now, therefore, be it

Resolved, That the Council of the city of New York calls upon the New York State Legislature to reschedule next year’s Primary Election to a date other than September 11, 2007.
