A Local Law to amend the administrative code of the city of New York, in relation to requiring the department of homeless services to conduct an annual survey of the unsheltered homeless population citywide
Be it enacted by the Council as follows:
Section 1. Chapter three of title 21 of the administrative code of the city of New York is hereby amended by adding a new section 21-316 to read as follows:
§21-316. Annual survey of unsheltered homeless persons. a. Between July 1 and October 31 of every year, the department shall conduct a survey of unsheltered homeless persons living throughout New York city.
b. No later than ninety days after conducting the annual survey required by subdivision a of this section, the department shall submit to the city council and post on its website a report, which shall, at a minimum, include the following information:
1. a detailed, complete explanation of the methodology used to conduct the survey; and
2. an actual count of unsheltered homeless persons identified during the survey and an estimate of the total number of unsheltered homeless persons living throughout New York city, disaggregated:
i. by location where the persons are living;
ii. by borough; and
iii. by community district.
§2. This local law shall take effect immediately upon its enactment.
