Be it enacted by the Council as follows:

Section 1. Article 14 of subchapter one of chapter one of title 27 of the administrative code of the city of New York is hereby amended by adding a new section 27-169.1 to read as follows:
§27-169.1  Notice to community boards and council members.  For any building that is seventy-five years old or less, no demolition or removal permit shall be issued, except under exigent circumstances involving public safety and health, unless at least five days prior to the issuance thereof written notice of the permit application shall have been given by the department to the community board and council member in whose respective districts the property in question is located.  Such notice shall contain a general description of the proposed work and the need for such demolition or removal work.  Where exigent circumstances involving public safety and health exist and the department orders the demolition or removal of any property prior to the issuance of the written notice to such community board and council member as required by this section, then the department shall give written notice to such community board and council member within five days following the issuance of such order to demolish or remove any such property.
