Res. No. 579 Title Resolution calling upon the appropriate committee of the Council of the City of New York to conduct an oversight hearing on the principle findings of the Second Annual Report on the Status of Women of Color in NYC. Body By Council Members Perkins, Boyland, Fidler, Foster, Gennaro, Jackson, Jennings, Lopez, McMahon, Nelson, Quinn, Reed, Sanders, Vann, Weprin and Brewer; also Council Members Seabrook and Serrano Whereas, The Second Annual Report on the Status of Women of Color in NYC (the "Report") has been released, and many of its principle findings are alarming and require further investigation; and Whereas, According to the Report, women of color constitute two-thirds of the women in New York City but remain ignored by many of the City's public policy initiatives; and Whereas, The Report indicates that there still remains many racial disparities when it comes to the provision of health care services throughout the City; and Whereas, During the period it took to complete the Report, Black and Puerto Rican women accounted for 68 percent of the HIV-related deaths; and Whereas, Infant mortality rates for Black women and Latinas continue to exceed the national average; and Whereas, Black women make up nearly 50 percent of all female homicide victims while Latina women account for 28 percent; and Whereas, The Report indicates that although Black women and Latinas make up 55 percent of the women in New York City, they constituted 85 percent of all females arrested in 2001; and Whereas, The Report found that while white women have made remarkable strides in the area of employment, minority women continue to lag far behind; and Whereas, In 2000, nearly six of every ten people living in poverty were women and of these, 40 percent were Hispanic, 33 percent were Black, 10 percent were white and 8 percent were Asian; now therefore be it Resolved, That the appropriate committee of the Council of the City of New York is called upon to conduct an oversight hearing on the principle findings of the Second Annual Report on the Status of Women of Color in NYC.
