Res. No. 391 Title Resolution urging the State Legislature and the Governor to require all public schools to post The Regents Bill of Rights for all Children at the entrance of each public school building. Body By Council Members Seabrook, Barron, Clarke, Jackson, Lopez, Monserrate, Serrano and Vann Whereas, On March 17, 1989, the New York State Board of Regents adopted the Regents Bill of Rights for Children; and Whereas, The New York State Regents Bill of Rights for Children is an educational charter which ensures the protection of rights for all children who attend public schools throughout the City and the State; and Whereas, The Council recognizes that measures must be taken to ensure that the rights of the 1.1 million children who attend public schools in the City and the 3.5 million who attend public schools throughout the State are respected; and Whereas, The Regents Bill of Rights for Children includes recognition that educational programs should prepare children for jobs, college, responsible family life and citizenship in a self-governing society; and Whereas, The Regents Bill of Rights for Children also emphasizes that all children should have a right to a "free, sound, basic education" which is appropriate for their individual needs; and Whereas, The Regents Bill of Rights for Children also recognizes that all children have the right to attend schools and educational programs which are effective and to have access to the resources necessary to secure these educational rights; and Whereas, The Regents Bill of Rights for Children also embraces the cultural diversity of our City and State by promoting the rights of all children to receive "an education which respects their culture, race, socioeconomic background, and the language of their home"; and Whereas, Parents should be notified and reminded of the rights of their children; now, therefore, be it Resolved, That the Council of the City of New York urges the State Legislature and the Governor to require all public schools to post The Regents Bill of Rights for all Children at the entrance of each public school building.
