Res. No. 248 Title Resolution calling upon the Lower Manhattan Development Corporation and the Empire State Development Corporation to allocate discretionary funds to provide income support to New Yorkers throughout the city who lost their jobs or whose hours of employment were reduced as a result of the September 11 attack. Body By Council Members Sanders, Addabbo, Comrie, DeBlasio, Monserrate, Weprin and Oddo; also Council Members Clarke, Jackson and Recchia Whereas; New York City's unemployment rate increased to 7.6% in February, 2002; and Whereas, In Black and Latino communities in New York City unemployment is over 10%; and Whereas, Unemployment insurance benefits will begin to expire for workers displaced bythe September 11 attack on June 15, 2002; and Whereas, Only 2,500 displaced New York City residents have been found eligible for Disaster Unemployment Assistance (DUA); and Whereas, Narrow eligibility rules have precluded thousands of workers in New York's airline, hotel, restaurant, medallion taxi and black car industries, and the arts, from receiving any direct income support from unemployment insurance, DUA, charity or from Federal Emergency Management Agency; and Whereas, In its "Draft Assistance Plan for Individuals," the Lower Manhattan Development Corporation (LMDC) proposes an "Employment Training Assistance Program" (ETAP) that is designed to assist individuals affected by the September 11 attack; and Whereas, The LMDC plan allocated up to $10 million for ETAP to be used for skills training and retraining for current and prospective employees of businesses and not-for-profit agencies south of 14th Street; and Whereas, No funding in the LMDC Program goes directly to support individuals who have lost their jobs or their livelihood after September 11; now, therefore, be it Resolved, That the Council of the City of New York calls on the LMDC and the Empire State Development Corporation to create a Lower Manhattan Relief Program to allocate discretionary funds to provide income support to New Yorkers throughout the city who lost their jobs or whose hours of employment were reduced as a result of the September 11 attack, including those in the airline, hotel, restaurant, medallion taxi and black car industries, and the arts.
