Resolution calling upon the New York State Legislature to adopt A.8372 / S.5254-A, amending the labor law to establish a permanent summer youth employment program.

Whereas, Summer employment is an important formative activity for youth as they make the transition between middle and high school and into employment or post-secondary education; and
Whereas, The summer months provide an ideal opportunity during which youth can earn money and valuable experience in the working world without limiting the time that can, and should, be spent preparing for and attending classes during the school year; and
Whereas, Employment for youth can be valued not only in terms of the work performed, but also in relation to the enhanced self-esteem that participants gain from the satisfaction of earning their own income through their own hard work, persistence and responsibility; and
Whereas, Summer employment provides an opportunity for young people to acquire interpersonal and employability skills, including team building, conflict resolution and problem solving, which are complementary to academic activity and which will serve employers well in the future when they have a pool of job candidates who are experienced with the demands of workplace expectations; and
Whereas, Current bills in the New York State Assembly (A.8372) and the New York State Senate (S.5254-A) would establish a summer youth employment program to be administered independently of any other federally-funded year-round, before or after-school, or summer job program; and
Whereas, A summer employment program would have a significant benefit for both participants and their future employers; now, therefore, be it
Resolved, That the Council of the City of New York calls upon the New York State Legislature to adopt A.8372 / S.5254-A, amending the labor law to establish a permanent summer youth employment program.
