Title: Resolution calling upon the City to issue wrenches to each Police Precinct so that open hydrants can be shut off in a timely manner to prevent costly damages to City and private property, to alleviate adverse conditions of low water pressure and to enhance public safety.

Res. Body By Council Members Foster, Addabbo, Avella, Baez, Comrie, Jackson, Koppell, Lopez, Perkins, Reyna, Rivera, Sanders, Gerson and Brewer; also Council Member Gennaro Whereas, The Department of Environmental Protection and the Fire Department have wrenches to shut off open hydrants, but do not regularly shut them off in a timely manner; and Whereas, There must be greater accountability for shutting off open hydrants in a timely manner, and the police precincts could play a major role in resolving this problem; and Whereas, Open hydrants are costly to the City in terms of the loss of large amounts of water, such as in time of drought; low water pressure; damages to City infrastructure; danger to public safety; damages to residential and commercial property; and damage to cable and telephone equipment; and Whereas, It is sometimes better to have Police Department personnel shut off an open hydrant, especially in the summer, when some residents who opened the hydrants become angered that the hydrant is being shut off; now, therefore, be it Resolved, That the Council of the City of New York calls upon the City to issue wrenches to each Police Precinct so that open hydrants can be shut off in a timely manner to prevent costly damages to City and private property, to alleviate adverse conditions of low water pressure and to enhance public safety.
