A Local Law to amend the Administrative Code of the City of New York, in relation to requiring monthly reports regarding police patrol and enforcement strength.
Be it enacted by the Council as follows:
Section one. Chapter one of title fourteen of the administrative code of the city of New York is hereby amended by adding a new section 14-150 to read as follows:
§14-150 Patrol and enforcement strength monthly reporting requirement. a. Definitions. For the purposes of this section, the following terms shall be defined as follows:
(i) "Patrol strength" shall mean the total number of police officers and detective specialists who are officers with specialized skills, assigned to the Patrol Services Bureau who patrol each day.
(ii) "Enforcement strength" shall mean the sum of patrol strength, plus the number of Patrol Services Bureau sergeants who supervise patrols each day, and the number of police officers, detectives, and sergeants in the Detective Bureau, Organized Crime Control Bureau, Warrant Division, and Intelligence Division who work on the street each day.
b. The New York city police department shall submit to the city council a monthly report on the patrol strength and enforcement strength of the department. Such report shall contain the following information:
1. The actual average daily patrol strength for the previous calendar month; and
2. The actual average daily enforcement strength for the previous calendar month.
c. The data contained in the patrol and enforcement strength report required by paragraphs one and two of subdivision b of this section shall be provided on a citywide, borough-wide, precinct-by-precinct and tour-by-tour basis. The patrol and enforcement strength report for the previous calendar month shall be submitted no later than the tenth day of the following calendar month.
§2. This local law shall take effect immediately.
