A Local Law to amend the administrative code of the city of New York, in relation to community-based organization access to the housing portal
Be it enacted by the Council as follows:
Section 1. Section 26-1801 of the administrative code of the city of New York, as amended by local law number 81 for the year 2020, is amended by adding a new definition of “housing portal assistance organization” in alphabetical order to read as follows:
Housing portal assistance organization. The term “housing portal assistance organization” means a not-for-profit community-based organization that advises and provides direct support to housing portal users.
§ 2. Subdivision a of section 26-1802 of the administrative code of the city of New York, as amended by local law number 81 for the year 2020, is amended to add new paragraph 3 to read as follows:
3. Allows a housing portal assistance organization, using a centralized webpage, to:
(a) View and access the accounts of any user, provided such user submits written permission to the department designating such housing portal assistance organization to have access to such user’s account and act on behalf of such user;
(b) View limited unit information and offered unit information for listed units;
(c) View a selection of listed units based on search criteria entered by such housing portal assistance organization;
(d) Apply, on behalf of a user, for occupancy of each listed unit for which the owner thereof is accepting applications for occupancy through such website and for which such user appears to be eligible;
(e) Track the progress of applications submitted by or on behalf of such user through such webpage, including such user’s position on waiting lists for listed units;
(f) If necessary to complete an application, submit additional or updated documentation on behalf of such user;
(g) Receive notifications by electronic mail and text message on behalf of a user when a new listed unit is posted that matches criteria specified by a user or posted information changes for a listed unit specified by such user; and
(h) Indicate on behalf of a user whether such user is interested in being considered for an affordable unit that subsequently becomes vacant, provided that consideration of users for such units may be carried out in a manner determined by the department, users shall only be considered for such units that satisfy their indicated preferences and such website may require users at regular intervals to review and update their relevant profile information.
§ 3. This local law takes effect 1 year after it becomes law.
