Resolution calling upon the appropriate committee of the City Council to hold hearings on the procedure necessary to remove the words “part time” with reference to the position of member of the City Council and the ramifications thereof.

Whereas, The New York City Charter vests legislative power in the City Council, which acts as an equal partner with the Mayor in the governing of New York City; and
Whereas, The New York City Council has great responsibility in monitoring the operation and performance of city agencies, making land use decisions, and approving the city budget; and
Whereas, After changes by the 2003 Districting Commission, each Council Member represents approximately 157,000 people in the legislative branch of municipal government, dealing with a myriad of constituent issues and complex legislative policies; and
Whereas, Under current statutes and rules, a position as Council Member is considered part-time; and
Whereas, A majority of Council Members assume full time duties in enacting local laws and ensuring their enforcement, overseeing city agencies, making zoning and land use decisions, and approving the annual municipal budget; and
Whereas, A change in the classification of council member from part-time to full-time will more accurately reflect the nature of the Council Member’s duties and responsibilities; now, therefore, be it
Resolved, That the Council of the City of New York calls upon the appropriate committee of the City Council to hold hearings on the procedure necessary to remove the words “part time” with reference to the position of member of the City Council and the ramifications thereof.
