A Local Law to amend the administrative code of the city of New York, in relation to purchase of recycled motor oil by city agencies for use in all city vehicles.
Be it enacted by the Council as follows:
Section 1. Chapter one of title six of the administrative code of the city of New York is hereby amended to add a new section 6-123 to read as follows:
§6-123. Purchase of re-refined oil. a. When purchasing motor oil for use in all city vehicles, the department of citywide administrative services and all other agencies shall, whenever the price is reasonably competitive, purchase re-refined motor oil. For the purpose of this section the term "re-refined oil" shall mean any reprocessed motor oil that meets the standards as specified in the american petroleum institute's engine classifications for oil products. "Reasonably competitive" shall mean a comparable refined oil product with a cost premium of no greater than 15% of processed crude oil.
b. The department of citywide administrative services shall inform all agencies that they are henceforth required to exclusively use re-refined oil as required under section (a). The Department of citywide administrative services shall submit a report by agency on re-refined oil procurement activities, including but not limited to the amounts of re-refined and unrecycled oil used, to the mayor and city council within one year after the effective date of this section and every two years thereafter.
§2. This local law shall take effect 45 days after its date of adoption.
