A Local Law in relation to ferry service to City Island
Be it enacted by the Council as follows:
Section 1. a. Definitions. For purposes of this local law, the following terms have the following meanings:
City. The term “city” means the city of New York.
City Island. The term “City Island” means the island named City Island located in Eastchester Bay in the borough of the Bronx.
Commissioner. The term “commissioner” means the commissioner of transportation.
Department. The term “department” means the department of transportation.
b. Study. The commissioner, in consultation with the commissioner of small business services, the commissioner of environmental protection, and any contracted entity that provides or administers economic development benefits on behalf of the city, shall conduct a study on the feasibility of siting new ferry service to and from City Island. Such study shall include, but need not be limited to:
1. An identification of each potential ferry landing site on or adjacent to City Island;
2. For each such site, an identification of each federal, state, and city approval or permit that would be required to construct and to operate a ferry landing;
3. For each such site, an assessment of water depth, navigability and accessibility;
4. An assessment of the effects of ferry service upon the natural environment around each such site;
5. An assessment of the anticipated effects of ferry service upon local business and commuter activity;
6. An estimate of initial capital costs and of annual operating costs for each such site; and
7. A determination of whether each such site is suitable for the construction and operation of a ferry landing.
c. Report. No later than 1 year after the effective date of this local law, the commissioner shall submit to the mayor and speaker of the council, and post on the department’s website, a report on the findings of the study required under subdivision b of this section.
d. Establishment of ferry service. If the report required under subdivision c of this section determines that one or more sites identified pursuant to subdivision b of this section are suitable for the construction and operation of a ferry landing, the commissioner shall, no later than 1 year after submission of such report, select one such site and begin design and construction of a ferry landing at such site and shall commence ferry service to and from such landing upon completion of such landing.
§ 2. This local law takes effect immediately.Session 14
