Resolution calling upon the New York State Legislature to amend the Civil Service Law to allow candidates for employment who are veterans to use military credit points multiple times on more than one eligible list.

Whereas, New York City residents are among those on active military duty in Iraq, Afghanistan and other assignments throughout the world; and
Whereas, Military veterans frequently have trouble finding jobs and services for veterans upon returning from military duty; and
Whereas, As noted by Crain’s New York Business in a January 29, 2007 article titled “Nowhere to Turn; Lacking Cohesive Support System, Vets Fall Through Cracks; City Steps Up Efforts,” thousands of returning New York veterans suffer from social, medical and psychological problems caused by the stresses of battle and struggle to re-enter civilian life; and
Whereas, The same article reports that existing veteran services are inadequate and poorly coordinated, and that the number of homeless veterans in the City exceeds 100 and is climbing; and
Whereas, Prospective City employees who are veterans should be recognized for their heroic service to the country; and
Whereas, Jobs would be invaluable in helping to stabilize these veterans by providing a sense of purpose, motivation and a source of income, and would aid them to successfully re-enter civilian life; and
Whereas, The New York State Civil Service Law governs the amount of additional credits for original appointment or promotion that an applicant may receive in competitive examinations; and
Whereas, Pursuant to the Civil Service Law, veterans are entitled to receive additional military credit points, which are added to the final earned rating after he or she qualifies for appointment or promotion in a competitive examination, and such military credit points may be granted only at the time of establishment of the eligible list for such examinations; and
Whereas, Pursuant to the Civil Service Law, if a veteran receives a permanent original appointment or a permanent promotion from an eligible list on which he or she was allowed additional credit, such veteran shall thereafter be entitled to no additional credit as a veteran; and
Whereas, Veterans should have more than one opportunity to use their military credit points for civil service position appointment or promotion within the State; now, therefore, be it
Resolved, That the Council of the City of New York calls upon the New York State Legislature to amend the Civil Service Law to allow candidates for employment who are veterans to use military credit points multiple times on more than one eligible list.
