A Local Law to amend the administrative code of the city of New York, in relation to the sealing of vacant buildings.
 
 
Be it enacted by the Council as follows:
 
      Section 1.  a.  Notwithstanding any provision of law to the contrary, and consistent with the authority of the council pursuant to section 107 and 254 of the charter, there shall be established in the fiscal year 1999 budget separate units of appropriation within each agency for personnel overtime, which shall correspond to each particular program, purpose, activity or responsibility within such agency.
      b.      Each agency shall provide the council, at or before the executive budget hearings required to be held pursuant to section 253 of the charter, a breakdown of current fiscal year personnel overtime costs, to date, for each responsibility center identified within each such agency's units of appropriation established in the fiscal year 1998 adopted budget.
      ยง2.      This local law shall take effect immediately.
