Summary: This bill would require the Office to End Gender-Based Violence (ENDGBV) to create posters that provides information about gender-based violence services and ways to identify signs of gender-based violence and to provide such posters to hair, nail, and skincare salons at no cost. This bill would also require hair, nail, and skincare salons to display such posters.

A Local Law to amend the administrative code of the city of New York, in relation to requiring cosmetology establishments to display a poster about gender-based violence

 

Be it enacted by the Council as follows:

 

Section 1. Subchapter 8 of chapter 1 of title 3 of the administrative cost of the city of New York is amended by adding a new section 3-182.1 to read as follows:

§ 3-182.1 Gender-based violence poster. a. Definition. For the purposes of this section, the following terms have the following meanings:

Cosmetology. The term “cosmetology” has the same meaning as defined in subdivision 7 of section 400 of the general business law.

b. The office shall create a poster that includes information regarding how to identify signs of gender-based violence and information about gender-based violence services available in the city, including, but not limited to, free hotline services. Such posters shall be provided to cosmetology establishments at no cost and be made available in each of the designated citywide languages, as such term is defined in section 23-1101. The office shall provide minimum poster requirements for cosmetology establishments that choose to design and print their own poster.

c. Every cosmetology establishment shall post in a conspicuous place, easily visible to all customers, a poster created pursuant to subdivision b of this section in a language of their choice.

§ 2. This local law takes effect 90 days after it becomes law.
