Title: A Local Law in relation to a plan to expand access to public bathrooms during the World Cup

Summary: This bill would require a City agency designated by the mayor to submit to the mayor and the speaker of the Council a plan to expand access to public bathrooms during the 2026 World Cup. The plan would be required to include details of any planned actions by the agency related to: identifying public spaces expected to receive increased foot traffic from World Cup activities; posting wayfinding signage directing the public to nearby available public bathrooms; extending the hours during which public bathrooms are accessible; installing temporary public bathrooms; increasing the frequency of public bathroom maintenance; prioritizing public bathrooms with accessibility features; and compiling and promoting a list of public bathrooms. The agency would be required to submit the plan no later than June 1, 2026. The final plan would also be posted on the agency’s website.

A Local Law in relation to a plan to expand access to public bathrooms during the World Cup

 

Be it enacted by the Council as follows:

 

Section 1. a. Definitions. For purposes of this section, the following terms have the following meanings:

Bathroom. The term “bathroom” means any facility containing one or more toilets with toilet paper and one or more washbasins with hand soap.

City economic development entity. The term “city economic development entity” means a local development corporation, not-for-profit organization, public benefit corporation or other entity that provides or administers economic development benefits on behalf of the city of New York pursuant to paragraph b of subdivision 1 of section 1301 of the New York city charter.

City tourism and conventions entity. The term “city tourism and conventions entity” means a not-for-profit corporation or other entity that, pursuant to a contract with the city of New York, provides or administers services promoting the economy and positive image of the city through tourism and convention development, major events, and marketing.

Designated agency. The term “designated agency” means an agency or office designated by the mayor, provided that the designated agency shall collaborate with relevant agencies.

Public bathroom. The term “public bathroom” means a bathroom open for use to the public, including such a bathroom located on land owned by the city; operated or maintained by an agency or other public entity; or owned, operated, or maintained by a private entity.

Relevant agency. The term “relevant agency” means an agency, office, or entity the mayor determines to have experience and expertise relevant to expanding access to public bathrooms during the World Cup, which may include, but need not be limited to, the department of parks and recreation, the department of transportation, the department of sanitation, the emergency management department, the city economic development entity, and the city tourism and conventions entity.

World Cup. The term “World Cup” means the Fédération Internationale de Football Association World Cup 2026 soccer tournament hosted from June 11, 2026, to July 19, 2026.

b. Plan to expand access to public bathrooms during World Cup. No later than June 1, 2026, the designated agency shall submit to the mayor and the speaker of the council, and post on its website, a plan to expand access to public bathrooms during the World Cup, in accordance with subdivision c.

c. Contents of plan. The plan submitted pursuant to subdivision b shall detail the specific actions the designated agency and any relevant agencies will take to expand access to public bathrooms during the World Cup. The plan shall include considerations related but not limited to:

1. Identifying public spaces expected to receive increased foot traffic from activities, events, and other programming related to the World Cup, including, but not limited to, parks, pedestrian plazas, sidewalks, streets, and transit hubs;

2. Posting clear and conspicuous wayfinding signage at and near such locations identified pursuant to paragraph 1 of this subdivision, which shall direct the public to nearby available public bathrooms;

3. Extending the hours during which public bathrooms at and near such locations identified pursuant to paragraph 1 of this subdivision shall be open and accessible to the public;

4. Installing temporary public bathrooms at and near such locations identified pursuant to paragraph 1 of this subdivision where permanent public bathroom infrastructure is deemed inadequate by the designated agency;

5. Increasing the frequency of cleaning, maintenance, and staffing of public bathrooms at and near such locations identified pursuant to paragraph 1 of this subdivision;

6. Prioritizing expanded access to public bathrooms with accessibility features; and

7. Compiling and promoting a comprehensive, digitally accessible list of public bathrooms that will be available to the public during the World Cup.

§ 2. This local law takes effect immediately.
