A Local Law to amend the administrative code of the city of New York, in relation to establishing a program to provide small businesses with technology literacy training
Be it enacted by the Council as follows:
Section 1. The administrative code of the city of New York is amended by adding a new section 22-1009 to read as follows:
§ 22-1009 Technology training program for small businesses. a. Definitions. For purposes of this section, the term “artificial intelligence” has the same meaning as set forth in subdivision (3) of section 9401 of title 15 of the United States code.
b. Technology literacy training program. No later than 1 year after the effective date of the local law that added this section, the commissioner shall establish a program to provide small business owners with training on emergent technology. This training shall include, but need not be limited to, training on the use of artificial intelligence. The commissioner may establish criteria for eligibility or priority for the use of this program. The training shall include, at minimum:
1. Information on how small business owners may utilize such technology in their business operations.
2. How to understand and remain updated on the policies, terms, and conditions applicable to users of such technology.
3. How to identify tasks and functions that emergent technology can reliably and effectively perform, including whether such technology can improve operations, productivity, or customer service; and
4. How to determine whether such technology adequately fulfills a need and is worth adopting.
§ 2. This local law takes effect 180 days after it becomes law.
