Resolution calling upon the Legislature of the State of New York to increase parent empowerment by requiring that the president of all of the parent associations citywide automatically becomes a member of the Board of Education, and by requiring that the president of all of the parent associations of each community school district automatically becomes a member of the community school board.

Whereas, The Legislature of the State of New York has the authority to enact school governance laws, and can enact a law increasing parent empowerment by making the citywide president of all the parent association president councils, known as the Chancellor's Parent Advisory Council, a member of the Board of Education; and
Whereas, The Legislature of the State of New York has the authority to enact school governance laws, and can enact a law increasing parent empowerment by making the president of the parent association presidents council of each community school district a member of that district's community school board; and
Whereas, The Chancellor's Parent Advisory Council is composed of the parent association presidents of all 32 community school districts' parent association presidents council, the five high school federations, Districts 75, 85, and BASIS; and
Whereas, It is recognized that a cornerstone to the success of the public schools is greater parent involvement in the education of their children, not only of each parent to each child and to each teacher, but also, the involvement of parents in the parent association of the school, the community school board, and the Board of Education; and
Whereas, Parent involvement and empowerment would be greatly increased by including parents on the community school board and the Board of Education as a means of direct decision-making power concerning the education of their children; now, therefore, be it
Resolved, That the Council of the City of New York calls upon the Legislature of the State of New York to increase parent empowerment by requiring that the president of all of the parent associations citywide automatically becomes a member of the Board of Education, and by requiring that the president of all of the parent associations of each community school district automatically becomes a member of the community school board.
