A Local Law to amend the administrative code of the city of New York, in relation to privatizing the operation of New York city tow pounds in order to make property currently used for this purpose available for other development.

 

Be it enacted by the Council as follows:

 

Section 1.  Section 20-508 of the administrative code of the city of New York is amended by renumbering the current section as paragraph d and by adding new paragraphs a, b, and c to read as follows:

§ 20-508 Storage facilities.  a.  The commissioner shall enter into one or more contracts on behalf of the city of New York for the storage of all vehicles removed from a street by authorization of a police officer, city sheriff, or person designated by the commissioner of transportation pursuant to sections 19-169 and 19-212 and section 20-511 of the code.

b. The commissioner may enter into one or more contracts on behalf of the city of New York for the storage of all vehicles removed from a street by authorization of a police officer, city sheriff, or person designated by the commissioner of transportation pursuant to sections 20-518, 20-519, and 20-520 of the code or for other such reasons as the commissioner may establish by rule.

c. A contract to engage in the storage of towed vehicles shall be issued only where an applicant operates a garage or lot licensed under subchapter 17 of this article and any criteria in addition thereto established by the commissioner by rule and satisfies the commissioner that such applicant possesses good moral character.

§ 2.  This local law shall take effect immediately after it is enacted into law.
