A Local Law to amend the administrative code of the city of New York, in relation to requiring that the department of investigation provide specific education and training regarding the City’s whistleblower law to city officers and employees, as well as to certain public officials.

 

 

Be it enacted by the Council as follows:

 

Section 1. Subdivision h of section 12-113 of the administrative code of the city of New York, as amended by local law 10 for the year 2003, is hereby amended to read as follows:

h.  The commissioner shall [conduct ongoing public education efforts as necessary to inform employees and officers of covered agencies of their rights and responsibilities under this section.] inform officers and employees of each agency of the city, the head or members of which are appointed by the mayor, of the provisions of this section and any related executive orders. In fulfilling this responsibility, such commissioner shall (i) develop educational materials regarding the provisions of this section and any related executive orders, and make such materials available and known to all such officers and employees; (ii) provide training to all individuals who become such officers or employees informing them of the provisions of this section and any related executive orders; (iii) ensure the inspector general assigned to each such agency, in conjunction with each such agency, conduct annual training programs for the officers and employees of such agencies regarding the provisions of this section and any related executive orders; and (iv) provide training on an annual basis to council members, the public advocate and the comptroller regarding the provisions of this section and any related executive orders. On or before the tenth day after an individual becomes an officer or employee, such officer or employee must file a written statement with the department of investigation that he or she has read and shall conform with the provisions of this section.

                     §2. This local law shall take effect immediately.
