Summary: This bill would allow property owners that need to register their property with the Department of Housing Preservation and Development (HPD) to do so through an electronic registration system. The signatures obtained via this method would be deemed sufficient for registration purposes, but property owners would still have the option of sending in written signatures for a period of at least 180 days. HPD would be required to maintain the electronic registration system on its website, and to accept electronic payments of the filing fee through such system.

 A Local Law to amend the administrative code of the city of New York, in relation to authorizing electronic registration of dwellings with the department of housing preservation and development

 

Be it enacted by the Council as follows:

 

Section 1. Article 2 of subchapter 4 of chapter 2 of title 27 of the administrative code of the city of New York is amended by adding a new section 27-2097.1 to read as follows: 

§ 27-2097.1 Online registration. a. The owner of a dwelling required to register under this article may register via the department’s electronic registration system. 

b. The department shall deem all electronic signatures obtained via the department’s electronic registration system sufficient for purposes of compliance with subdivision b of section 27-2098. The department shall continue to accept physical signatures for such purposes for at least 180 days after the local law that added this section takes effect.

c. The department shall maintain an electronic registration system on its website for purposes of compliance with this section. Such system shall allow for electronic payment of the filing fee required by section 27-2098. 

§ 2. This local law takes effect 180 days after it becomes law.
