A Local Law to amend the administrative code of the city of New York, in relation to the penalties and punishment for unleashed dogs.
 
 
Be it enacted by the Council as follows:
 
      Section 1.  Chapter one of title 17 of the administrative code of the city of New York is amended by adding a new section 17-179 to read as follows:
      §17-179  Dogs to be restrained. a.  Any person who owns, possesses or controls a dog shall not permit it to be in any public place or in any open or unfenced area abutting a public place unless the dog is effectively restrained by a leash or chain not more than six feet long.
      b.      Enforcement.  The department of health, the police department and the department of parks and recreation shall enforce the provisions of this section.
      c.      Violations and penalties.  Any violation of subdivision a of this section shall be a class A misdemeanor punishable by a fine of not less than five hundred dollars nor more than one thousand dollars, or by imprisonment for not more than one year, or by both such fine and imprisonment.  The penalties provided by this section shall be in addition to any other penalty imposed by any other applicable provision of law or regulation.
      §2.      This local law shall take effect immediately.
