A Local Law to amend the New York City charter, in relation to the council's legislative professional staff.
 
 
Be it enacted by the Council as follows:
 
 
      Section one.  Section forty-seven of the New York city charter, as renumbered by the voters at the general election held on November 7, 1989, is hereby amended to read as follows:
      §47.      Legislative professional staff.  Within appropriations for such purpose, the council shall establish a structure within the [City Council] council and retain professional staff to prepare and analyze legislation, to render legal advice to the council and its members, to review and analyze proposed budgets and departmental estimates, requests for new taxes or changes in taxes, budget modifications, capital borrowings and mayoral management reports and to assist the council in fulfilling its lawful duties and obligations.  [Such staff shall assist the committees of the council and Council Members in their analysis of proposed legislation and in review of the performance and management of city agencies.]
      §2.      This local law shall take effect immediately.
