Int 0067-2018 *Justin L. Brannan  Placing liability on the city for overtaxed sewer lines and requiring the city to develop a plan to mitigate and prevent sewer backups.IntroductionThis proposed local law would make the city liable to homeowner for claims filed against the city for water damage or loss due to capacity-related sewer backups, i.e., overtaxation of the system. The proposed bill would also require the city to develop a sewer backup mitigation plan. Approximately 60 percent of the city’s sewer system is combined, meaning it carries sanitary waste as well as storm water. According to the Department of Environmental Protection, sewer backups can result from a number of factors, including grease, debris and heavy rain. Sewer backups can lead to raw sewage backing up into the basements of homes throughout parts of Brooklyn, Queens and Staten Island.Hearing Held by Committee  Action details Not available

Int 1618-2019 *Peter A. Koo  Requiring DEP to report on its progress toward decreasing the presence of sewage and stormwater contaminants in the city waterways and various strategies to achieve those goals, and providing for the expiration and repeal of such requirement.IntroductionThis bill would require the Department of Environmental Protection to study and report on the presence of contaminants from combined sewage overflows in New York City’s waterways and the Department’s progress toward milestones noted in the sewer overflow long term control plan. The Department is also required to study the effectiveness of its current regulations and chlorination treatments for raw sewage. The Department would then develop a watershed management plan as well as a green infrastructure plan with the assistance of an advisory group. Both the study and report are required on a yearly basis and the watershed management plan is required on a yearly basis beginning in 2020. The commissioner would so be required to hold a public meeting to present the reports and allow a public comment period before finalizing any plans or recommendations.Hearing Held by Committee  Action details Not available

Int 1845-2020 *Public Advocate Jumaane Williams Proposed Int. No. 1845-ASunset provision in legislation on filing semiannual reports on catch basin cleanups and maintenance.IntroductionThe recently expired local law required the commissioner of environmental protection to submit semi-annual reports of the citywide catch basin inspection, cleanup, maintenance and repair, by community board and to also ensure that catch basins are inspected, at a minimum of, once every year and are repaired or unclogged at least five days after inspection or the receipt of a complaint about a clogged or malfunctioning catch basin. The new local law would extended the expired law to still require that catch basins are inspected, at least, once every year and are repaired or unclogged at least five days after inspection or the receipt of a complaint about a clogged or malfunctioning catch basin. The new law would require quarterly reports, remove the sunset provision and take effect immediately.Hearing Held by Committee  Action details Not available
