No. 1609-AChanging the name of the Department of Consumer Affairs to the Department of Consumer and Worker Protection.IntroductionThis bill amends the New York City Charter and Administrative Code to change the name of the Department of Consumer Affairs to the Department of Consumer and Worker Protection, establish the Office of Labor Standards and the Division of Paid Care as offices within the Department, and update references to these offices and other agency nomenclature. The bill also clarifies the Department’s powers to seek restitution on behalf of consumers and workers related to any law within its jurisdiction. It also designates the Office of Administrative Trials and Hearing as the tribunal in which the Department may begin proceedings to recover civil penalties and grants the Commissioner the power to adopt, reverse, modify, or remand OATH trial decisions for additional proceedings.
