| * | Margaret S. Chin | ~SPONSOR | Health | Regulating social adult day care. | Introduction | The bill would require that social adult day cares—programs which provide functionally impaired individuals, such as those suffering from Alzheimer’s or dementia, with personal care, nutritious meals, and the opportunity to socialize in a safe, supervised setting—operating in the City that do not receive direct City or State funding register with the Department for the Aging (DFTA) and adhere to the same standards that apply to directly-funded programs. Program and registration requirements would be enforced through civil penalties. DFTA would promulgate regulations outlining the penalties for specific violations, which would range from $250 to $500 per day, except that failure to register would result in a penalty of $250 to $1,000 per day. The Department of Consumer Affairs (or such other agency designated by the Mayor) will work with DFTA to issue violations for failure to register or follow program standards. In addition, DFTA would appoint an ombudsperson to receive complaints, conduct investigations regarding programs, and refer results of such investigations to any managed long-term care companies reimbursing such program, the New York City Department of Investigation, and the State, as necessary. | Referred to Comm by Council | |

The bill requires the IWG to issue recommendations for legislation, policy, budget initiatives and other measures to address environmental concerns affecting EJ communities. The bill also requires the IWG to make publicly available online an interactive map showing the boundaries of EJ areas within the City and the locations of sites, facilities and infrastructure which may raise environmental concerns. | * | Corey D. Johnson | ~SPONSOR | General Welfare | Requiring the department of homeless services to grant a presumption of eligibility for applicants to the shelter system who are exiting human resources administration domestic violence shelters. | Introduction | The Human Resources Administration (HRA) operates the system of shelter for victims of domestic violence. Pursuant to New York State law, the maximum stay at these shelters is 180 days. Domestic violence survivors who still require temporary shelter after 180 days must enter the Department of Homeless Services (DHS) shelter system. Currently, these families must go to DHS’ intake facility for an eligibility assessment prior to being admitted to a DHS shelter.
This bill would require DHS to automatically deem domestic violence survivors eligible for shelter if applicants are no longer eligible for HRA domestic violence shelter because they have reached the maximum length of stay, HRA has provided DHS notice of the upcoming exit, which the bill would require HRA to provide, and applicants report to DHS on the day they exit the HRA shelter. | Referred to Comm by Council | |
