Such report would include considerations regarding whether and when, and to what extent, such perimeters could be used, and steps taken by the police department to ensure such perimeters do not curtail freedom of speech. The Commissioner would be required to submit a proposed report, no later than 45 days after the bill’s effective date, to the Mayor and the Speaker of the Council.
