| * | Inez D. Barron | ~SPONSOR | Justice System | Social services for the wrongfully convicted. | Introduction | As of October 2017, 2,110 individuals nationwide have been exonerated and released from prison. More than 10 percent of exonerations have come from New York State. Those New Yorkers spent an average of 9.18 years in prison for crimes they did not commit. Exonerees face many of the same hurdles as other released prisoners, including obtaining housing, employment and medical care. However, exonerees are often ineligible for reentry services that states provide to parolees and released prisoners. Wrongful convictions also take an economic and emotional toll on the families of the accused. Under New York State law, compensation for wrongful conviction and imprisonment does not include the provision of social services. This bill would require the Mayor’s Office of Criminal Justice (MOCJ) to coordinate with relevant City agencies to promote the availability of social services for wrongfully convicted individuals and their immediate family members. MOCJ would also be required to develop methods to increase the coordination of such social services, and provide outreach and education on the availability of such services for exonerees and their immediate family members. | Referred to Comm by Council | |

| * | Kalman Yeger | ~SPONSOR | Public Safety | Requirements for notifying the 911 emergency assistance system whenever an amusement device must be evacuated. | Introduction | This bill would require operators of certain amusement park rides to notify 911 immediately any time such a ride must be evacuated. The bill would also set penalties for violations and would define “evacuate,” and would also require the Police Department and the Fire Department to notify the Department of Consumer Affairs and the Department of Buildings within 24 hours after such a 911 call is placed.
The bill would also make technical changes to existing provisions, namely alphabetizing the definitions to which the definition of “evacuate” is being added, renumbering duplicate sections in the same subchapter, and adding a heading to one such section that was adopted without one. | Referred to Comm by Council

| * | Kalman Yeger | ~SPONSOR | Transportation | Requiring temporary street lights. | Introduction | The proposed legislation would require the New York Police Department (NYPD) to install temporary street lights in any area where a street light has been broken for an extended period. Moreover, the temporary street lights installed by the NYPD would have the same illumination as those installed and maintained by the Department of Transportation, because the current temporary lights used by the NYPD are too intrusive. The proposed legislation is aimed to address the problem of broken street lights not being repaired for long periods of time, causing public safety concerns. | Referred to Comm by Council | |

Under the current law, council members and community boards whose requests for a traffic control device are denied are entitled to certain supporting documents underlying the determination but not to any particular timeline for completion of the study and determination. | * | Justin L. Brannan | ~SPONSOR | Transportation | Requiring the placement of temporary priority regulatory signs at intersections within one hour of a report of an inoperable traffic control signal. | Introduction | This bill would require the Department of Transportation to place temporary priority regulatory signs, such as a stop sign or yield sign, at roadway intersections within an hour of a reported traffic control signal outage or malfunction. The Department of Transportation is currently required to arrive at intersections and access traffic control signals within two hours of a reported outage or malfunction, but not to implement alternative traffic control measures unless signal repair or replacement will take greater than twenty-four hours. Requiring the placement of temporary signage within an hour rather than waiting up to twenty-four hours for alternative traffic control measures could significantly reduce the risk of pedestrian injury and vehicular collisions at intersections with malfunctioning traffic control signals. | Referred to Comm by Council

| * | Kalman Yeger | ~SPONSOR | Transportation | Bus lane violations. | Introduction | Motorists in New York City are prohibited from using dedicated bus lanes unless they are making right turns or picking up or dropping off passengers. The bill would provide a “grace period” during the first and last five-minute period of such restrictions wherein motorists would not be subject to penalties resulting from images captured by a camera for utilizing bus lanes. | Referred to Comm by Council | |
