Stevens  Improving young adults’ access to voter registration materials.IntroductionUnder Section 3-209 of the City’s Administrative Code, high schools must make voter registration materials available to students during the year and must provide postage-paid voter registration materials to graduating seniors. This bill would require the city Department of Education to ask for, and the city Board of Elections to provide, registration materials in any available language (as determined by state or federal requirements) that makes sense for a particular school’s student population. The city Board of Elections also must code its registration forms so that it can track which forms come back from each school district. Brewer  Providing survivors of domestic violence with guidance on making voter registration records confidential and voting by special ballot.IntroductionThis bill would require the Campaign Finance Board to develop and regularly update guidance on the procedures under the New York State Election Law for making a voter record confidential and for voting by special ballot. In addition, the bill would require the Office to End Domestic and Gender–Based Violence (ENDGBV) to distribute such guidance to individuals receiving services at Family Justice Centers, and to provide such individuals with assistance in preparing and submitting written statements to the Board of Elections for the purpose of making their voter records confidential or establishing their eligibility to vote by special ballot. Schulman  Adjustment of contribution and expenditure limits to account for two-year council terms.IntroductionThis bill would change the frequency with which the Campaign Finance Board recalculates contribution and expenditure limits to account for changes in the consumer price index from once every four years to once every local general election.
