The Department is also required to study the effectiveness of its current regulations and chlorination treatments for raw sewage. The Department would then develop a watershed management plan as well as a green infrastructure plan with the assistance of an advisory group. Both the study and report are required on a yearly basis and the watershed management plan is required on a yearly basis beginning in 2020. Such climate hazards would include extreme storms, sea level rise, tidal flooding, extreme heat, extreme precipitation, extreme wind, wild fire, and flooding surge events associated with a storm. The climate adaptation plan would include recommendations for resiliency and adaptation measures to protect residents, property and infrastructure in the City. Such plan would identify areas that are highly vulnerable to climate hazards to help determine where resiliency and adaptation measures should first be implemented. The mayor’s office of contract services (“MOCS”) would be required to (1) assess whether each agency is complying with the time limits set by the PPB; (2) assess the difference between the time limits and the actual time required for each step of the procurement process; and (3) recommend changes to the time limits set by the PPB. MOCS would provide a report to the PPB, the Mayor and the Council and would post the report on its website. The PPB would be required to reevaluate and revise the timeframe goals based on the MOCS report. This bill would also require MOCS to develop an online platform that can be used for tracking contracts from the bid award to registration.
