Resolution commending the 10% For Youth Campaign for urging that budget surpluses  be used to guarantee summer jobs for every teen, a Beacon program for every neighborhood, and an expansion of dropout/pushout programs.

 

By Council Members Foster, Brewer, Gonzalez, James, Mealy, Palma, Sanders Jr., Vann and White Jr.

 

Whereas, According to 10% For Youth, a youth advocacy group, there are nearly one million poor children and youth in New York City; and

Whereas, Such children can benefit greatly from programs that provide them with job opportunities, after-school activities, and help in remaining in school; and

Whereas, The Department of Youth and Community Development (DYCD) indicates that nearly 70,000 young people applied for summer youth jobs in 2006, yet there was funding available for only 40,000 jobs; and

Whereas, The high number of youth applying for such positions indicates the need and desire of such young people to gain valuable job experiences and earn money to help pay expenses; and

Whereas, In addition to summer job experiences, after-school activities also offer youth great enrichment opportunities, and the Alliance for Excellent Education has concluded that every one dollar invested in after-school youth programs reaps ten times itself in benefits such as improved literacy, crime reduction and an expanded economy; and

Whereas, Education is also critical to enhancing the quality of life for youth, and DYCD statistics reveal that nine out of ten youth in a dropout prevention program remain in school, indicating the great success of such programs; and

Whereas, According to a January 26, 2007 New York Times article, in addition to a projected City budget surplus of $3.9 billion for the fiscal year ending June 30, there is a forecast of a $1.4 billion surplus next year; and

Whereas, According to the group 10% For Youth, if 10% of the City’s budget surplus were earmarked for youth, such funding would be enough to guarantee that every teen who wants a summer youth job would have one, every neighborhood could have had a well-funded Beacon center open every day and on weekends, and there would be enough money to launch a comprehensive high school dropout prevention program for  20,000 students; now, therefore, be it

Resolved, That the Council of the City of New York commends the 10% For Youth Campaign for urging that budget surpluses be used to` guarantee summer jobs for every teen, a Beacon program for every neighborhood, and an expansion of dropout/pushout programs.
