A Local Law to amend the New York City charter, in relation to the promulgation of policy and procedure notices by the department of buildings.

 

Be enacted by the Council as follows:

 

                         Section 1. Paragraph a of subdivision 5 of section 1041 of the New York City charter is amended to read as follows:

a. "Rule" shall include, but not be limited to, any statement or communication which prescribes (i) standards which, if violated, may result in a sanction or penalty; (ii) a fee to be charged by or required to be paid to an agency; (iii) standards for the issuance, suspension or revocation of a license or permit; (iv) standards for any product, material, or service which must be met before manufacture, distribution, sale or use; (v) standards for the procurement of goods and services; (vi) standards for the disposition of public property or property under agency control; [or](vii) standards for the granting of loans or other benefits; or (viii) standards for the approval of any application  which in any way interprets any provision of the administrative code of the city of New York or any other code, law, statute or regulation which any agency enforces or interprets including, but not limited to, legal, administrative, operational and technical policy and procedure notices issued by the department of buildings.

 

    Section 2. This local law shall take effect immediately.
