A Local Law to amend the administrative code of the city of New York, in relation to requiring the installation of a stop sign or traffic control signal at every intersection immediately adjacent to any school.

Be it enacted by the Council as follows:

Section 1.  Subchapter 3 of chapter 1 of title 19 of the administrative code of the city of New York is amended by adding a new section 19-180 to read as follows:

§19-180.  School intersections.  a. Definitions.  For purposes of this section, the following terms shall have the following meanings:

                     1. “Intersection” shall have the meaning set forth in section 120 of the vehicle and traffic law.

                     2. “School” shall mean any educational facility under the jurisdiction of the New York city department of education and any non-public school that provides educational instruction to students at or below the twelfth grade level.

b. Stop signs or traffic control signals required.  The department shall install stop signs or traffic control signals at all intersections immediately adjacent to any school in order to control motor vehicle traffic on streets that abut such schools.  The department shall evaluate and install at such locations either a stop sign or traffic control signal, whichever the department deems appropriate, based upon the volume of motor vehicle traffic and the sight-lines of persons crossing at such intersections.

§2.  This local law shall take effect one hundred eighty days after it is enacted into law.
