Resolution calling upon the Mayor and the New York City Department of Youth and Community Development to give the highest priority to recruiting businesses in the City to employ youth in year-round and summer jobs and to aggressively assume the work formerly undertaken by the City’s Commission on Youth Empowerment Services.

Whereas, There are thousands of youth in New York City who are searching for year-round and summer jobs in both the private and public sectors; and

Whereas, The Five Borough Institute (the “Institute”), in their June 2003 Five Borough Report, found that the recent decline in employment experienced by New York City workers had disproportionately impacted young people; and

Whereas, Additionally, the Institute reports that at a time when workers aged 16-19 and 20-24 make up 3.2 percent and 10.2 percent, respectively, of New York City’s workforce, the 16-19 age cohort constitutes 8.9 percent of the City’s unemployed and the 20-24 year old cohort contains 20.1 percent of the City’ s unemployed; and

Whereas, New York City has traditionally maintained a Summer Youth Employment Program, which often provides youth with critical “first time” work experience; and

Whereas, The existence of a sufficient number of summer youth employment opportunities in New York City has been problematic since the expiration of the federal Job Training Partnership Act in calendar year 2000 and the absence of a stand-alone summer youth employment program at the State level; and

Whereas, The City’s Commission on Youth Empowerment Services (the “YES Commission”) formerly had the responsibility to address the employment needs of New York City’s youth, both during the summer and throughout the school year, through the recruitment of businesses to offer youth employment placements and training; and

Whereas, The YES Commission’s mandate has been subsumed by the New York City Department of Youth and Community Development, which agency now has the responsibility to oversee the City’s youth employment programs; now, therefore, be it

Resolved, That the Council of the City of New York calls upon the Mayor and the New York City Department of Youth and Community Development to give the highest priority to recruiting businesses in the City to employ youth in year-round and summer jobs and to aggressively assume the work formerly undertaken by the City’s Commission on Youth Empowerment Services.
