RESOLUTION NO. 735

 

Resolution approving the site plan for a public school facility to be located at Bedford Avenue between Glenwood and Campus Roads (Block 7552/Lot 54 and Block 7553/Lot 41), Brooklyn (Non-ULURP No. 20025252 SCK; L.U. No. 131).

                          WHEREAS, the New York City School Construction Authority submitted to the Council on December 10, 2004, a site plan pursuant to Section 1732 of the New York State Public Authorities Law for a new 340-seat Science Annex to Midwood High School in Instructional Region No. 6, to be located at Bedford Avenue between Glenwood and Campus Roads (Block 7552/Lot 54 and Block 7553/Lot 41), Community District 14, Borough of Brooklyn (the "Site Plan");

 

                         WHEREAS, the Site Plan is subject to review and action by the Council pursuant to Section 1732 of the New York State Public Authorities Law;

 

                          WHEREAS, upon due notice, the Council held a public hearing on the Site Plan on December 13, 2004;

 

                     WHEREAS, the Council has considered the relevant environmental issues and the Final Environmental Impact Statement (“FEIS”) issued on November 1, 2004 (SEQR Project Number 02-001); and

 

                           WHEREAS, the Council has considered the land use implications and other policy issues relating to the Site Plan;

 

RESOLVED:

                           

                     Having considered the Draft and Final Environmental Impact Statements, and having considered the preceding written facts and conclusions relied upon to meet the requirements of 6 NYCRR 617.11, this Statement of Findings certifies that:

 

1.                     The requirements of 6 NYCRR Part 617 have been met;

2.                     The beneficial impacts of the construction of the proposed Midwood High School Science Annex far outweigh the adverse environmental impacts, which can be partly mitigated by the measures identified in the FEIS.  The balance of benefits and mitigatable impacts provides a full and compelling rationale to proceed with the project; and,

 

3.                     Consistent with social, economic and other essential considerations from among the reasonable alternatives available, the action is one which minimizes or avoids adverse environmental impacts to the maximum extent practicable by incorporating as conditions to the decision those mitigative measures which were identified as practicable.                                                                                                                                                                               

 

                     Pursuant to Section 1732 of the Public Authorities Law, the Council approves the Site Plan.
