Res. No. 770 Title Resolution pursuant to Section 19-511.1 of the Administrative Code of the City of New York to review forty determinations by the Taxi and Limousine Commission to approve applications for the renewal of a license to operate a base station and five determinations to approve an application for a new license to operate a base station. Body By Council Members Liu, Gerson, Recchia, Jr., Seabrook and Comrie Whereas, Subdivision (g) of section 19-511 of the Administrative Code of the City of New York provides that upon receiving an application for the issuance of a license for a new base station or for the renewal of a license for a base station, the Taxi and Limousine Commission (TLC) shall, within five business days, submit a copy of such application to the Council and to the district office of the Council Member and the Community Board for the area in which the base station is or would be located; and, Whereas, Section 19-511.1 of the Administrative Code provides that any determination by TLC to approve an application for a license to operate a new base station or to renew a license to operate a base station shall be subject to review by the Council; and, Whereas, Within ninety days of the first Stated Meeting following receipt of such determination and its accompanying materials, the Council may approve or disapprove such determination by local law, after having adopted a resolution to review that determination; and, Whereas, Should the Council not timely adopt a resolution to review the TLC's determination or, having done so, not timely pass a local law with respect to such determination, the approval by TLC of an application to operate a new base station or for renewal of a license to operate a base station shall remain in effect; and, Whereas, The Taxi and Limousine Commission made forty determinations to approve applications for renewal of a base station license that were submitted to the Council as Communications by the Mayor numbers M-431 through M-470; and, Whereas, These determinations were made with respect to the applications by New Eastern Car & Limo Service also known as ECUA Line Corp; ACA Car & Limo Service Co., Inc.; Princess Limousine Inc.; Americana Transportation LLC; Econo Express Car Service also known as Melmac Service Group Corp.; Tremont Dispatching Corp.; Seamen Radio Dispatcher Inc.; PAISA Classic also known as Classic Car Service Corporation; R Transport Inc.; Sea Breeze Car Service also known as Pamelene Transportation Corp.; Alex Express Car & Limo Inc., Progress Car & Limo Service, Inc.; New College Car Service; Farragut Car & Limo Service; Five Star; Surf Express also known as New P D Q Express, Inc.; Atlantic Luxury Limousine LTD; Rachel's Car Service, Inc.; Alex II; Simcha Car Service also known as Simcha Global Inc.; Emunah Car Service, Inc.; Top City Car Service, Inc.; Howard Car Service also known as Southwest Queens Dispatch, Inc.; All American's Car SVC, Inc.; Hillside 24 Hours Radio Dispatch, Inc.; A New Day Radio Dispatch, Inc.; Bliss 48, Inc.; United Express Car & Limousine Services; Jay's Car Service also known as 60th Street Car Service, Inc.; EX-L Car Limo Service, Inc.; Central Car Services, Inc.; Latch Car Service; Malcolm Radio Group, Inc.; Emes of Boropark Car Service, Inc.; Seventh Avenue Car Service also known as Cheers Dispatchers Inc.; Reyno Car Service; Surf Car Systems; Rescue Car Service, Inc.; Amsterdam Radio Dispatcher; and Four Ones Car Service also known as T-D Maintenance Corp. respectively; and, Whereas, The Taxi and Limousine Commission made five determinations to approve applications for a license to operate a new base station that was submitted to the Council as Communication from the Taxi and Limousine Commission numbers M-426 through M-430 for Arena Car & Limo SVC; Bloomingdale Car Service, Inc.; Ascona Car Service, Inc; Nassau Car & Limo Service; Raja Car & Limo Service, Inc; and Whereas, The first Stated Meeting subsequent to receipt of these submissions was held on February 12, 2003; now, therefore, be it Resolved, That the Council hereby invokes its authority pursuant Section 19-511.1 of the Administrative Code of the City of New York to review forty determinations by the Taxi and Limousine Commission to approve applications for the renewal of a license to operate a base station and five determinations to approve an application for a new license to operate a base station.
