Res No. 580 Title Resolution calling upon the United States Congress, and the State Legislature, to enact legislation that would create an "affirmative outreach" effort to give businesses located south of Canal Street every opportunity to bid on government contracts to provide materials or services required for the rebuilding of the World Trade Center complex and other Lower Manhattan projects that are subsidized by government relief funds or bond financing. Body By Council Members Recchia, Gerson, Jackson, Jennings, Katz, Liu, McMahon, Nelson and DeBlasio; also Council Member Seabrook Whereas, The World Trade Center disaster has had a devastating economic impact on Lower Manhattan businesses; and Whereas, The economy of Lower Manhattan is not likely to recover until the rebuilding of the World Trade Center complex is substantially completed; and Whereas, Reports issued by the Lower Manhattan Development Corporation suggest that the rebuilding of the World Trade Center complex is not likely to begin for another three years; and Whereas, The more than $1 billion in grant programs that the Federal Department of Housing and Urban Development has appropriated for economic relief for Lower Manhattan businesses fails to adequately address the dire needs of the smallest Lower Manhattan businesses; and Whereas, The creation of revenue-generating opportunities is essential if Lower Manhattan businesses are to survive the period of rebuilding; now therefore, be it Resolved, That the Council of the City of New York strongly urges the United States Congress and the State Legislature to enact legislation that would create an "affirmative outreach" effort to give businesses located south of Canal Street every opportunity to bid on government contracts to provide materials or services required for the rebuilding of the World Trade Center complex and other Lower Manhattan projects that are subsidized by government relief funds or government bond financing.
